What You Will Do

For the scope of Global Banking APAC and as part of the first line of defense, the Chief Conduct & Control Office for Global Banking APAC (“GBA”) is responsible for the implementation and maintenance of the conduct & permanent control framework on all non-financial risks (operational, conduct and regulatory) throughout the 1st line of defense across GBA, in strong partnership with the Global Banking APAC métiers, APAC functions and APAC region/territories, and in full alignment and integration with Global Banking worldwide.

With a presence in 12 territories across APAC, Global Banking APAC has presence in 12 markets across the APAC region and delivers global solutions to our clients, leveraging our global network and our product & sector expertise. 

The Global Banking APAC organzsation comprises of the three pillars:

  • Corporate Clients Group (CCG) which focuses on the coverage of all our corporate clients in APAC. It encompasses all existing coverage teams and includes Industry Groups and M&A to provide strategic content to clients.
  • Global Capital Markets (GCM) brings together all financing activities (i.e. Real Assets, LSF, Loan Book), Capital Markets activities (DCM/ECM and Strategic Hedging) and syndication (LMFS) to offer one-stop-shop financing solutions to our clients.
  • Transaction Banking APAC offers a full range of award-winning Transaction Banking solutions, including Cash Management, Trade and Supply Chain Finance., as well as Liquidity and Investment Solutions APAC. 

The Conduct & Control Officer reports to the Chief Conduct & Control Officer (“CCCO”) for Global Banking APAC and works closely with respective Head of Teams on providing support to the key accountabilities and activities of the Chief Conduct and Control Office, across both Conduct and Regulatory office and the Operational Permanent Control (“OPC”) perimeters.

The candidate will also collaborate with the COOs, business management teams, business teams in Global Banking, and other internal partners including other CCCO teams in CIB APAC and other regions, related OPC teams & ISPL OPC platform, APAC ITO as well as APAC Functions (e.g. Risk & Compliance).

Through this role, the candidate will gain exposure to the Global Banking business and its regulatory environment and supervisory expectations. He/she will also develop an in-depth knowledge of governance implementation, risk assessment, and control framework implementation. 

Actively contribute to Conduct & Regulatory perimeter for GBA:

  • Support on the roll out of Individual Conduct and Control Evaluation (“ICCE”) dashboard, by coordinating with the project manager, data contributors and impacted stakeholders on the data accuracy and availability of KPIs, and to assist on awareness campaign & related communication related to the launch of the dashboard.  
  • Assist in the preparation and coordination of Conduct related governance, including the Conduct Behavioral Forum, through performing data quality review, preparation of presentation materials, organization of meetings.
  • Working in collaboration with CCCO teams in other regions, to support the implementation of conduct / regulatory remediation programmes, including but not limited to the GB incremental Designated Market Activities (iDMA).  
  • Support on the voice & e-communication governance and implementation, including but not limited to e-communication surveillance (FOCS) monitoring, voice & e-communication record keeping program (channels recording, ADAGES record keeping rule book enhancement & maintenance etc.), maintaining list of authorized/unauthorized channels, preparing related trainings materials etc.
  • Coordinating the consultation, impact analysis and implementation of regulatory changes, in collaboration with Business, Legal, Risk and Compliance etc.
  • Asist in the BAU implementation of Conduct framework components and initiatives, such as policies and procedures, controls and surveillance mechanisms, and trainings & communications. 

Actively contribute to Operational Risk and Control Framework implementation for GBA:

  • Assist on Risk and Control Self-Assessments (RCSA) through data analysis & consolidation and liaison with relevant stakeholders in business and 2LOD.
  • Assist on performing control testing according to the control plans defined for GB APAC, and ensuring clear archiving of control evidence, reporting of control results in ORUS and following up on completion of remedial actions.
  • Assist on monitoring the timely reporting of Front Office control results on ORUS and providing support to Business team heads on collection of control evidence and ORUS system navigation.
  • Support incident management by coordinating with stakeholders on root cause investigation, remediation plan definition and implementation, and to ensure clear & timely reporting on Incident reporting system.
  • Support on coordinating IG/Audit missions and following up to ensure timely closure of audit recommendations.
  • Support on coordinating the New Activity Committee (NAC) & Transaction Approval Committee (TAC) and ensure the compliance of TAC NAC documentation with applicable CIB policy.
  • Assist in the follow up of TAC NAC conditions and Post Implementation Review (PIR).
  • Support on the implementation of governances related to operational risks management through preparation of meeting materials, organization of committees and production of high-quality minutes where applicable. Examples of such committees include but not limited to the Internal Control Committees and Permanent Control Committees, etc.
  • Assist on procedure management in coordination with Procedure Champions and Procedure Correspondents of GBA. 

Contribution to internal efficiency & productivity initiatives:

  • Streamline and/or automate internal reporting processes and support on the implementation of new reporting tools if any.
  • Support on ensuring data quality and consistency across various reporting repositories and committees for GB.
  • Support the team on administrative tasks. 

Required Skills and Abilities

  • Interest in Global Banking Business and Risk management. 
  • Strong analytical and problem-solving skills.
  • Advanced proficiency in Microsoft Office Word, PowerPoint, Excel including data mining, usage of pivot tables etc.
  • Ability to work in a fast-paced business environment, on various projects at the same time and under tight deadlines.
  • High attention to detail.
  • Strong verbal and written communication skills (English).
  • Ability to work with a team and independently.
  • Reliability and Integrity.
  • Prior experience related to risk management, controls and audit is a plus.
  • Prior experience in Corporate Banking or Investment Banking is a plus.
